Heavy reductions had been made under this Head during
1936 and 1937, and it resulted in provision for
maintenance being inadequate. It has been felt
essential to maintainroads and other public works in
good condition, anu it has been necessary to catch up
with the arrears which had previously occurred.

This is due to the gradual completion of the public
works programme which has already been mentioned.
